The four host cities, from north to south:

Cologne  Frankfurt

The four cities lie in the west and south of Germany. 

A good host city for a base for this group would be Frankfurt. 

As an alternative, a city not hosting games, but geographically well located and with good road and rail links to the four venues would be Würzburg.

Depending on how many games you're doing, rather than paying separately for each rail journey you make, it could well work out cheaper to get an Interrail pass, which you could also use for your travel to and from Germany.
